A friend that works for the U.S. Fish and Wildlife Service asked me
to post this on his behalf:
"I came upon two individuals in a closed area along the Woodmarsh
Trail of
the Mason Neck National Wildlife Refuge. They told me they were
following
clues for a letterbox cached along the trail. They provided me with
the
website in which to contact you.
The Manager for the Potomac River National Wildlife Refuge Complex has
requested that you immediately post on your website that the
letterboxing
site located on the Mason Neck National Wildlife Refuge is off limits.
Please remove all items cached along this or any other trail in the
Refuge.
Do not enter any closed area without contacting us first. The rule of
thumb for most refuges is, the public is allowed only in areas
designated
as open to the public, all other areas are closed. Please feel free
to
contact us at 703-490-4979 of write, Manager, Potomac River NWR
Complex,
14344 Jefferson Davis Highway, Woodbridge, VA 22191."

Not being familiar with this specific box and its location, I am a
little confused. Are they saying that there can be no letterboxes in
the refuge, period? Or is there a problem with this and any other
boxes along this particular trail, which appears to be in a "closed
area?" They seem to be concerned that people were entering a closed
area, but then request that any and all boxes be removed from the
refuge.
Just what is a "closed area" in a wildlife refuge? Why would there
have been a letterbox in an area that was off-limits to the public?
Or do they close certain areas at certain times of the year to allow
for breeding, etc., so an area may be open at one time and closed at
another?
